The Ministry of Higher Education (MOHE) is the governmental body in the Sultanate of Oman responsible for supervising high education institutes and the development of high education policies in the Sultanate. After MOHE was established in 1994,〔Amending the Ministerial Formation, Royal Decree No 2/94, issued on January 5, 1994.〕 the General Directorate of Scholarships and Foreign Relations was transferred from the Ministry of Education to MOHE and additional responsibilities were assigned to MOHE involving the supervision of high education institutes and the development of high education policies.〔Specifying the Competences of the Ministry of High Education, Royal Decree No 15/94, issued on January 11, 1994.〕 The competences of the Ministry of Higher Education were revised twice after its establishment. The initial competences were issued in 1994〔 and included supervision of SQU.
